Mark Blevins was a trusted member of the public. As a correctional officer in Victoria, TX and former police officer in the same area, Blevins was a fixture in his community.

He was a young, single man in his 20s when he met a 27-year-old woman named Eileen at a local nightclub in the late 1980s. The pair hit it off and married quickly. By 1987 Blevins formally adopted Eileen’s two young daughters - Alisha and Dulcie. He was their dad and helped to create a new life for his family.
The girls were only a couple of years apart and the family was very close. Eileen remembers what a wonderful father Blevins was to her kids, at first. But what Eileen didn’t know was what was happening behind closed doors in her own home when she was at work.
Alisha said Blevins would prey on her, raping and sexaully assaulting her. Alisha held this dark secret inside from 1987 to 1989. She said she was told by Blevins what was happening was normal and not to tell anyone.
It wasn’t until Blevins tried to kiss her younger sister Dulcie that both girls knew they had to tell their mom. Alisha and Dulcie called their mother and asked her to come home right away from work. Eileen knew the phone call was serious and that she needed to make it home.
Together, the children spilled everything about what had happened. By this point, Alisha had been keeping this inside for two years. Without hesitation, Eileen gathered up her children and left everything behind. She told Blevins she had a family emergency and had to leave town. Instead, Eileen went to her sister’s and called the police.
On August 30, 1989, Blevins was arrested. Authorities attempted to question him, but he wouldn’t give any information. The same day, he was released on bond awaiting trial.
Four months later, Eileen said Blevins tracked her and her children down to their new home. He allegedly broke into the residence in the middle of the night and threatened Eillen. Eileen said he was trying to get her to drop the case. Blevins wanted Alisha to contact the District Attorney, but Eileen did not. Blevins left town and was never seen again.
Victoria Police Department Detective Christina Tate told In Pursuit With John Walsh host Callahan Walsh, "Everything that my training and experience has taught me is crimes against children, sexual assault crimes, they are serial assault crimes. So if they have access to other victims there is a good chance they are victimizing other children. There's no closure, there's no moving forward until we find this man and bring him to justice."
In three separate family obituaries from 2017, 2018 and 2020 Blevins is listed as a living relative. Investigators said they also spoke to Blevins’ mother, who still lives in the area, and said she had not seen or heard from him in 30 years.
Blevins wears glasses. In older photos, he had facial hair and sometimes wore a mustache. The National Center for Missing and Exploited Children created an age enhancement of what he may look like today. Blevins currently faces a charge of sexual assault of a child.
Blevins stands 5 feet 11 inches tall, and when he disappeared he weighed around 200 pounds and has a gunshot wound on his right calf and left heel.
