On Aug. 15, 2019 around 4:20 p.m. gunfire erupted in Los Angeles, California at a local Sylmar shopping center. It was later in the afternoon, around 4:20 p.m., when police were called to the scene.

Los Angeles Police Detective Robert Dinlocker said the shopping center was "like a hornets nest" when he arrived. It was chaotic and they were trying to sort through what was happening.

Authorities said they found one victim on the outside of a store. Investigators said he was shot one time in the head.

Witnesses who saw what happened were incredibly helpful, according to authorities. They gave a specific description of the alleged gunman and detectives wasted no time getting to work.

Det. Dinlocker said there were numerous cameras in the area they combed through that helped string together this entire crime, piece-by-piece, from the time the victim arrived, until the time the person they believe is the suspect left the shopping center. Dinlocker said the suspect was even seen on camera "holding the front of his waistband."

Through an intense investigation, and another alleged incident involving the suspect and his car only hours before the murder, police soon uncovered the person they believe was the gunman as a gang member, Omar Cardenas.

72 hours after the shooting at the Sylmar shopping center, the victim, identified as Jabali Dumas, passed away. Based on the eyewitness accounts, and video collected from the incident, authorities were able to formally charge Omar Alexander Cardenas with murder.

Det. Dinlocker said the motive in Jabali could be possible gang ties. Many years ago authorities said Jabali had connections to a gang in Los Angeles, but more recently, they do not believe he was associated. At this point, it is a possible motive authorities are exploring.

Thomas Ware, Jabali's brother, spoke to In Pursuit about his sibling and he said Jabali was, "very caring and giving, he was just a really really good guy."

Kenya Dumas, Jabali's sister said "He was always smiling and he was a good person to be around."

Jabali left behind one adult son, Jabali Dumas Jr., someone he was very close with and loved tremendously. Jabali Jr. said "My dad was great. He was funny, he was confident, my dad was all those things, he was pretty great." He added, "What I miss most about my dad was how, how happy he was. You would never catch him down. He would always tell you about the good things in his day."

Authorities said Omar Cadenas is a member of the "Pierce Street Gang" and was added to the FBI Top 10 Most Wanted in July 2022. Cardenas is heavy-set, at the time of the shooting he weighed 250-300 pounds and stands between 5 feet 6 inches to 5 feet 7 inches. He previously wore large-framed prescription glasses. He was born in California but it’s possible he may be working in construction and he could be south of the border in Mexico.

The FBI is offering a $100k reward for information. If you have any information on his whereabouts, please submit your tips to InPursuitTips.com or text 1-833-378-7783 (3-PURSUE).
